Affordable Multi-Family Rental Program - New Construction Funding The Housing Trust of Santa Clara County makes loans and grants to qualified developers of affordable multi-family rental housing. Since we began granting funds in 2001, the Trust has helped create affordable housing in communities throughout Santa Clara County, in developments ranging from a few units to over 200. Our grants and loans are often used as crucial “gap financing” towards the end of a developer’s fundraising cycle, or as pre-development loans used to secure property or options
