Kevin Zwick, Executive Director
Kevin has served as the Executive Director of Housing Trust of Santa Clara County since October 2008. He has been awarded the national distinction as a 2010 Young Leader Award by Affordable Housing Finance magazine. Kevin brings over ten years of experience in community development to this role. Prior to joining HTSCC, Kevin was Director of Housing Development and Deputy Executive Director of Affordable Housing Associates, a nonprofit affordable housing developer in Berkeley, CA. While there, Kevin oversaw the development of fifteen affordable housing communities throughout Alameda and Sonoma Counties totaling over 600 new units of housing for seniors, working families, people with special needs, artists, and emancipated foster youth. Previously, Kevin worked as a Loan Officer at Lenders for Community Development, now Opportunity Fund, in San Jose. Kevin received a Master's Degree in nonprofit administration (MNA) from the University of San Francisco, and graduated magna cum laude with a degree in sociology from the University of California at Berkeley.
Maureen Shilling, Director of Finance and Operations
Maureen has served as Controller of the Housing Trust since January 2009 managing the organization's finance and human resources functions. Maureen has experience working in both the private and non-profit sector since becoming a licensed Certified Public Accountant (CPA) with the State of California in 1984. Previously Maureen served as CFO for First Guardian Group, an acquisition and property management firm. She holds a Bachelor's Degree in accounting from Santa Clara University.
Jessica Garcia-Kohl, Director of Development and Public Affairs
Jessica has served as Associate Director of the Housing Trust of Santa Clara County since October 2008 managing fund development, government relations and communications. She additionally manages the Housing Trust’s homeless grants program. Prior to working at the Housing Trust Jessica worked for the mayor of the City of San Jose as a Senior Policy Analyst on issues of land use, economic development, housing and homelessness prevention. Previously, she ran Community Solutions' emergency shelter for battered women and their children in South Santa Clara County. Jessica holds Master's Degrees in public health and public policy from the University of California, Berkeley, and a Bachelor's Degree from Brandeis University.
Dan Lachman, Homeownership Program Manager
Dan has served as the Housing Trust's Program Manager since February 2009 managing the agency's first-time homebuyer programs. Dan manages Purchase Assistance Loan (PAL) program funded out of NSP2 grant. Provides input into development and set-up of other program areas of grant. Previously, Dan served as the Executive Director of the Alameda Development Corporation, a non-profit housing developer. He received his Master's Degree in city planning from the University of California, Berkeley, and his bachelor's degree from the University of Chicago.
Tara Hood, Grants Administrator
Tara recently joined the Housing Trust of Santa Clara County (HTSCC) as the Grants Administrator to oversee HTSCC’s Neighborhood Stabilization Program 2 (NSP2) Grant. Prior to joining HTSCC, Tara served as the Chief Administrative Officer and Chief Development Officer for a local, non-profit, youth development agency. She has also served as the Compliance Director for a local, non-profit, homeless services agency. Tara has over 15 years of program administration, development and evaluation experience as well as extensive knowledge of federal grant regulations. Tara holds a Master's Degree in Public Administration from Savannah State University and a Bachelor's Degree in Sociology from James Madison University.
Julie Quinn, Homeownership Program Associate
Julie has served as Homeownership Program Associate of the Housing Trust since July 2010. Julie is responsible for assisting the Homeownership Program Manager underwrite, market and develop homebuyer loan programs. Julie assists with underwriting PAL NSP2 loans and marketing the homebuyer programs to officers, real estate brokers, and potential homebuyers. Prior to joining the Housing Trust Julie worked for Neighborhood Housing Services Silicon Valley raising funds for first-time homebuyer and foreclosure intervention counseling programs. Previously she managed the community development loan portfolio for the City of Durham, NC. Julie has experience working in housing development and program management in both the public and private sectors. She holds a Master’s Degree in urban planning from the University of Southern California, and a Bachelor’s Degree from the University of California, San Diego.
Barbara Oertli, Marketing Communications Associate
Barbara Oertli has over 20 years of visual design and marketing experience, primarily for high tech companies in the Silicon Valley. She is in charge of creating and designing collateral and producing the Housing Trust’s monthly newsletter. She holds a Bachelor's Degree in Studio Art from San Jose State University, and a Certificate in Web Design and Development from University of California, Santa Cruz. Barbara has held positions as Art Director and graphic design contractor for a variety of high tech companies, publishing and educational institutions throughout the Bay Area.
Mai Cat, Accountant
Mai has served as an Accountant with the Housing Trust since August 2004. She is responsible for daily accounting activities including managing accounts payable, assisting with month-end close and preparation of donor reports. Mai has a Bachelor's Degree in business management from San Jose State University and has over ten years of accounting experience.
Jeanette Ruiz-Granada, Loan Administrator
Jeanette Granada joined the Housing Trust as Office Administrator and Loan Processor in November 2008. Jeanette is in charge of processing the Housing Trust's closing cost and mortgage assistance loans. Prior to joining the Housing Trust, Jeanette was an Escrow Assistant for five years at LandAmerica Commonwealth Title. She brings more than fifteen years of experience in the real estate industry to this position.
